Monitoring & Evaluation Officer: International Rescue Committee
Deadline: 3 January 2012

Location: Mutare

IRC is implementing projects in capacity building aim to support local government institutions through strengthening their objective decision making process and engaging women to improve service delivery.  The processes are leading to community development projects where IRC is providing funding for projects such as construction of clinics, foot bridges, water supply systems, irrigation systems, and water and sanitation facilities.

Responsibilities
-Design and manage the database for the Capacity Building Program including M&E systems, tools and templates to monitor performance. This includes developing log frames, data collection tools, as well as processes for data analysis and storage.
-Develop indicator tracking tools measuring program performance indicators as per donor reporting requirements.
-Develop monthly indicator tracking sheets for monitoring of program achievement on a monthly basis.
-Advise and assist Program Manager/Coordinator to design and implement appropriate evaluation methodologies, including surveys, as required by donors.
-Conduct regular field visits to program sites to identify gaps in timeliness and quality of data reporting and work with relevant staff to address the gaps.
-Coordinate the production of timely reports to track performance and progress, according to standard procedures and templates.
-Provide support to the program team in compiling reports, stressing the importance of data quality, indicator-based reporting and analysis of trends and the achievement of program objectives.
-Review reports to ensure accuracy and quality before submission to the Co-ordinator.
-Facilitate training of Program staff and partners on monitoring and evaluation.
-Ensure adherence to guiding principles of confidentiality on data management.

Skills specific to the post
Ability to produce analytical reports
Good communication skills, appropriate to the audience.
Competence in using information technology including experience with word-processing, spreadsheets and database software.
Ability to work in a multidisciplinary and multicultural environment
Team-building, training and coaching skills.
Good interpersonal and inter-cultural skills.

Qualifications and experience
University degree in Social Science, Development or related discipline, an additional certificate or specific training in M&E at a recognized institution is an advantage.
At least 3 years working within the humanitarian and development context, with a focus on research, M&E, preferably experience with institutional development M&E.

Capacity Building Project Officer: International Rescue Committee
Deadline: 3 January 2012

Location: Nyanga

Responsibilities
-Facilitate implementation of capacity building project activities in accordance with project proposal and work plans.
-Establish and maintain strong, positive and productive working relationships with key project stakeholders.
-Ensure effective monitoring of the project in liaison with the M & E Officer.
-Identify training needs of project beneficiaries and project partners and assist in developing training plans to address those needs.
-Facilitate trainings of project beneficiaries and stakeholders.
-Generate and submit activity and progress reports as per agreed schedules.
-Represent the organization at sub district level where necessary.

Skills specific to the post
Ability to produce analytical progress reports.
Good communication skills, appropriate to the audience.
Good presentation and facilitation skills.
Proficiency in computer skills in Microsoft packages such as Word and Excel.
Ability to work in a multidisciplinary and multicultural environment

Qualifications and experience
University degree in Social Science, Local Governance, Development Studies or other relevant discipline.
At least 3 years working within the humanitarian, development context or related field.
