Economic Recovery & Development Officer – Marketing: International Rescue Committee
Deadline: 15 March 2013

Location: Mutare

Job Summary
The ERD Officer will assist in the overall design of the IRC value chain program and in collaboration with the Economic Recovery and Development Co-ordinator, to strengthen the capacity of smallholder farmers and SMEs to access markets and diversify their livelihood options.

Responsibilities
Technical responsibilities / Program Implementation
1. Work with ERD coordinator in identifying agricultural market chains that can benefit local communities and the specific information gaps that can be addressed
2. Facilitation of participatory market chain workshops
3. Facilitate linkages between smallholder farmers, SMEs and markets for high value chains.
4. Assist the ERD coordinator in the development of the IRC Zimbabwe value chain training materials.
5. Coordinate the production of training reports to track performance and progress, according to M & E templates
6. Assist the M&E Technical Advisor and the ERD Coordinator to identify appropriate value chain related indicators and carry out M & E activities for the program.

Representation and Coordination
1. Participate in the development of standards, guidelines and other context-specific tools for economic activities with other partners as well as inter-sector IRC meetings and coordination, as required
2. Liaise and coordinate with the local authorities, relevant ministries, local partners, community leaders and other key stakeholders in areas of operation regarding agricultural value chain assistance.

Skills and Qualifications
-Diploma or University degree in marketing. Specific qualification in agricultural marketing would be an added advantage
-A post graduate diploma in business management would be an added advantage
-At least 2 years working in the private sector on agricultural value chains in Zimbabwe
-Experience in contract negotiation and management of agricultural commodities
-Strong understanding of small holder agricultural and SMEs economy and value chains
-Excellent organizational, project planning, communication and time management skills
-Fluent written and spoken English and Shona

Purpose of the Position
ActionAid International Zimbabwe (AAIZ) is seeking a Program and Policy Officer – under the Governance Programme for nine months to assist the Program and Policy Manager ensuring that the program and projects falling within the governance strategic objective are effectively and efficiently implemented to achieve set goals and objectives.

Key Performance Areas
The Program and Policy Officer will assist the Governance thematic coordinator in the following key activities:
-Supervision of the implementation of the programme and projects, ensuring that they adhere to the AAI standards and/or donor guidelines
-Monitoring, implementation and evaluation of the programme and projects on a daily basis
-Ensuring budget tracking of the programme and projects

Job summary
Reporting to the Country Director, the Administration and Procurement Supervisor will be responsible for supervising all administration and procurement activities on behalf of Program teams and other internal customers, as well as the identification of reliable suppliers, ensuring compliance to Care Zimbabwe and donor policy and procedures, and maintaining accurate up-to-date market and pricing information related to our supply chain. The incumbent will support annual and intermittent procurement planning activities conducted by program staff. She/he will also take a lead on large-scale or complex orders and tenders, as well as ensuring progress with strategic procurement initiatives. The Administration and Procurement Supervisor will be responsible for supplier relationship management with key suppliers, including regular face-to-face meetings, ensuring timely payment, and maintaining open dialogue. The incumbent will also assist in developing and where appropriate the improvement of administration policies and systems to ensure the most effective, accountable and efficient delivery of services. S/he is also responsible for building and fostering a team approach between administration service consumers throughout CARE Zimbabwe.

Qualifications and experience
-Degree in Purchasing and Supply/Supply Chain Management/Business Administration or Equivalent
-A seasoned professional with a solid technical background in administration and procurement and a minimum of 4 years relevant experience

Country Director, Zimbabwe: The Swedish Organisation for Individual Relief (IM/SOIR)

IM/SOIR is a Swedish aid organisation fighting and exposing poverty and exclusion. The organisation was founded in 1938 and is active in four regions worldwide: Central America, South Asia, Europe and Middle East and Southern Africa. IM is a member based non-governmental organisation. We promote sustainable development through support to civil society and by applying a rights based approach.

IM/SOIR is working in Zimbabwe since 1994. The country programme is supporting community based organisations (CBO) in Manicaland Province. The country office is situated in Mutare and has approximately 12 employees. The strategic focus is to promote primary and secondary education for marginalised girls and boys; to promote access to preventive health care; and economic empowerment of marginalised groups. In all programme components CBOs in the target communities are the main partners.

Position
The position as Country Director is placed under the Regional Director who is stationed in Malawi. The duty station of the Country Director is Mutare in Zimbabwe. The position is a two year contract with possibility of extension.

Key responsibilities
-Strategic leadership of IM/SOIR’s programme in the country;
-Development of country strategies and annual operational plans;
-Implementation, follow-up, reporting, and evaluation of the country programme;
-Management of the country office including division of duties, capacity development, and work environment;
-Overall responsibility of the budget frame and ensuring that financial and narrative reporting is done in a qualitative and timely manner;
-Ensure that operations, systems and routines of the country office comply with IM policies, guidelines and regulations;
-Build and maintain strong and productive relationships with donors, government agencies, civil society organisations and other relevant actors in Zimbabwe;
-Network with other like-minded organisations for purposes of advocacy;
-Contribute to IM/SOIR’s global development by liaising with the head office in Sweden and other directors in the field.

Qualifications and skills
-A strong commitment to fight and expose poverty and exclusion by strengthening civil society and the capacity of marginalised groups to claim their rights
-Minimum five years senior management experience in development work with civil society, preferably in Zimbabwe
-Minimum three years of experience in managing staff
-Experience in managing complex change processes and relationships involving a wide range of internal and external stakeholders
-Experience in working with community based organisations is an advantage
-Knowledge in some of IM/SOIR’s key areas of work (health, education, economic empowerment) is an advantage
-Strong analytical skills and ability to think strategically
-High inter-personal skills and a good team player
-Dynamic and self-driven with an excellent track record of delivery
-Open and perceptive in contacts with marginalised groups
-Experience in finance and administration and in managing budgets and writing narrative reports
-Excellent command of written and spoken English

Northern Regional Case Management Coordinator: World Education Inc

Background to the Position
World Education Inc has been selected to work with the Ministry of Labour and Social Services (MoLSS) under the thematic area of National case management system development and practice .The overall purpose of this thematic area is to review and update the current national case management system together with MoLSS, Department of Social Services (DSS) and deliver innovative community based services nationally, that ensures that children and families who are identified as vulnerable are supported within a continuum of care. The program will be implemented within the ten cash transfer districts of Epworth, Goromonzi, Rushinga, Makoni, Kariba,  Zvishavane, Bulawayo Urban, Umguza, Chivi and Mangwe.The posts will be based in Harare with frequent travel to  the mentioned districts

Job Summary
Reporting to the Project Manager, the main role of the NR  Coordinator is to oversee the implementation of the Case management project in 6 districts. The NR coordinator will support the case management officers and DSS offices to implement the case management system in their respective district.

The NR Coordinator will assume the following responsibilities:

Key Functions of the post
-Oversee the Implementation of the National case management system project in their regions
-Design and develop case management tools for the project
-Coordinate and support activities of Case Management Officers
-Coordinate and spearhead the development of appropriate child protection tools, and share with CMOs
-Train, mentor and supervise Case management Officers and DSSOs
-Write monthly, Quarterly, annual progress reports using district feedback and reports
-Network and represent WEI at various child protection forums/stakeholders meetings
-Technical backstopping for consultants on delivery based contracts/grants.

Job Description

1. To head the biggest property empire on the globe, including 20% of Italian real estate but also built upon various sources of wealth such as looted Jewish funds, stolen Inca gold, appropriated goods of various heretics, the weekly fleecing of one billion sheep, etc.
2. Maintain the integrity of the Articles of Association (referred to as “The Bible”) but to change these if and when expediency demands.
3. Ensure the population of the world continues to explode by ensuring your shareholders avoid contraception even if it costs them their lives.
4. Maintain the poverty and ignorance of the flock since knowledge is the source of all evil.
5. Deny evolution even if you think it might be true. Remember Galileo, Newton, Darwin – all scientists are heretics and enemies, except the “useful idiot” types who profess both faith and science.
6. Maintain the subservience of women – they are breeding vessels for the holy seed of Man. But you must not lie with them because they will defile you. Yes, that doesn’t make sense – get used to it: there’s more like that.

Qualifications
- Male, (with two testicles – we will check after that unfortunate incident some years ago. If you fool us and we find out, we will be very very cross and you will be very very burnt)
- Age: over 16 but please, don’t make us laugh! Don’t bother unless you are over 70 but 80+ is no worry. No retirement age (yes, we know he just did but that was a surprise, okay) and we prefer it if you die on the job since it reduces the mess – what can you do with an ex-pope?

Previous Experience
Preferably a previous member of the inner circle called “cardinals” (because, you know, they are, like, numero duo dudes waiting and waiting for the main chance) but this is not essential. Should be a Catholic but you can convert  if your application is successful.

Sexual Orientation: hey, if you have to ask … absolutely no LGBTs. Celibacy is a good thing but if you have a wife on the side and some rugrats, make sure the media do not hear about it, especially you Africans, we know celibacy is not in your culture. Choirboys are available as needed but remember what happened to Leo X.

Belief: not essential but a plus if you know the texts and can recite them without smiling. You can be fallible but once you make a decision, no-one may question it even if it is wrong, so relax – being Pope means never having to say you are sorry.

Politics: so you think Mussolini was left-wing? Hitler was a pussy? – you’re our guy. Must be socially conservative but able to spin cant and dogma into something deeply spiritual and meaningful.

Denialism is a must: remember “No” is your motto.

Languages: Italian, but GCSE Latin a plus.

Computer skills: of course not, don’t be silly.

Dress Code: yes, you have to wear the dress but you know that already having been a cardinal. Funny hats a must.

Salary: No, but you won’t need one, we pay for it all.

Location: Vatican, numerous palaces and properties around the world, “where do you want to go today?”

Perks: travel to exotic lands and wave at millions of adoring fans, free helicopter rides, nuns, jewellery  good art collection, funny car, cool dudes to protect you, did we mention the choirboys?

There has been a recent change in the confederation’s architecture, with a move towards single management structures (SMS) in each country focussed on enhancing program impact. In Zimbabwe, the Oxfams have began to implement the joint strategy under SMS, that is expected to result in an improved Oxfam brand, sustained impact through our work and increased cost-effectiveness through cost sharing and ultimately reducing duplications in our work.

The role
Deputy Country Director role is applicable under SMS, where Oxfam has greater impact through multiple implementing affiliates. The Deputy Country Director will drive the delivery of the relevant parts of the program strategy within the Managing Affiliate. The Deputy Country Director will work alongside the Country Director, support the delivery of the Country Strategy through the Managing Affiliate’s program and will be accountable for progress on their part of the Strategy and Operational Plan. The Deputy Country Director will also be responsible for building and leading a dynamic team of programme staff; establishing positive working relationships with various stakeholders, have major budget and management responsibility for delivering these program responsibilities under SMS.

This role requires
-Senior management experience in leading the development and delivery of development, humanitarian and advocacy program strategies

We are urgently looking for dynamic team player for our Humanitarian programme in Gweru.

-You will support and lead in designing appropriate and acceptable water supply and sanitation facilities in selected wards and contribute to the calculation and completion of bill of quantities, drawings and specifications related to the engineering activities. As part of the Humanitarian Capacity Building Plan, you will help to develop and implement a detailed plan for building the capacity of partner organisations and local institutions in undertaking water, sanitation and hygiene technical and engineering related activities.
-The ideal candidate will have a suitable qualification in any discipline relating to Civil Engineering, Environmental Health and/or Construction Engineering. The candidates will also have strong knowledge of and significant practical field-based experience in either/both water management or sanitation management, particularly of poor rural and urban communities.

The candidate needs to be physically fit for travel, able and willing to travel regularly, at times at short notice locally. You will have strong organization skills, able to work effectively in a difficult environment and be flexible in demanding situations. You will be proficient in English and have good interpersonal and team working skills. Demonstrate a commitment to the overall aims, values, policies and experience of promoting gender equity and diversity and the interests of marginalized people in all aspects of Oxfam’s work.
