WASH Monitoring and Evaluation Assistant: Africare

Senior Finance Officer: Gender Links

Gender Links, a Southern African NGO based in Johannesburg specialising in gender, media, women’s rights and governance, seeks the services of an experienced individual to serve as Senior Finance Officer for its Corporate Services unit. The main task of the incumbent, who will be based in Johannesburg, will be to provide accounting support in the corporate services unit.
Tasks
-Preparation of donor reports
-Providing support to programme staff regarding budgets for proposals/projects, financial reports and their implications on projects
-Maintaining and monitoring the internal control system
-Proper control of supporting documents for payments and financial reports
-General ledger month end procedures
-Managing and reconciling clearing accounts
-Checking program cash expenditure reconciliations

Skills

Context and Background of ETF
There is a growing need for rigorous analysis and improved capacity for data triangulation, reconciliation of results and coherent communication so that results can be better utilized to improve programming and advocacy. The CCORE (Collaborating Centre for Operational Research and Evaluation) is playing a lead role in coordinating these activities within UNICEF and externally.
The M&E Specialist will undertake M&E activities relating to the CIDA H4+Support to Maternal, Newborn and Child Health Programme of Zimbabwe. The objectives of the five-year Programme (which focuses on 6 underserved districts in Zimbabwe) are: 1) To increase access to quality continuum of maternal and newborn care at all levels; 2) To increase demand and uptake of services through innovative approaches and practices including integrated services; 3) To improve quality, collection, analysis and use of data to assess programme performance, inform planning, decision making and further programming. This work will be undertaken over a period of nine months and requires the services of a nationally reputed M&E specialist with program planning and M&E skills and experience to support and build capacity in basic epidemiology, provide oversight and technical support to routine and new data collection, ensuring the application of appropriate methodology as it relates to data collection, survey sampling techniques, data analysis, and M&E.
Specific tasks of the M&E Specialist
Under the supervision of the Chief of Social Policy and Planning and working within the Terms of Reference of the CCORE Reference Group, the M&E Specialist will be responsible for developing an overall plan for data collection, and for monitoring progress with implementation of interventions and all implementation choices relating to the CIDA H4+Support to Maternal, Newborn and Child Health Programme of Zimbabwe.
More specifically, the Specialist will:
1.Ensure the quality and timely execution of M&E activities
2.Conduct baseline surveys (including household and facility surveys as needed)
3.Collect and analyze routine data from national health information system and other surveys
4.Document important contextual factors that might impact on program implementation or outcomes (e.g. other programs operating in the area, economic or political instability, etc.)
5.Assist in identifying and documenting innovative approaches/interventions
6.Advise on the quality of the implementation of interventions
7.Convene quarterly meetings of district teams and the national H4+ steering committees for feedback and response to M&E data
8.Produce quarterly reports on M&E progress
9.Participate in related country M&E workshops and M&E capacity building activities
10.Facilitate mid-term evaluation and end of year evaluation undertaken by the external institute/organization
11.Any other duties as assigned
Qualifications and Competencies
1.Advanced University degree in Epidemiology or Statistics other relevantĀ Masters degree, Experience in data entry, primary and secondary data analysis and reporting and ability to work accurately; a PhD would be an advantage
2.Expertise in reproductive health and maternal and newborn health
3.Expertise in evaluation (qualitative, epidemiologic, economic) of complex maternal and newborn health interventions in Zimbabwe an asset
4.Expertise and experience in MDG evaluation (e.g. Global Fund interventions) in evaluation (qualitative, epidemiologic, economic) of complex maternal and newborn health interventions in Zimbabwe an asset
5.Experience in multi-country evaluations, multi-country coordination of work programme in maternal and newborn health interventions an asset
6.Experience with managing national steering committees to monitorĀ implementation of interventions including implementation choices during the lifetime of the interventions is preferred
7.Excellent communication skills
8.A thorough knowledge of statistics
9.Demonstrated ability to identify, compile and analyse data
10.Excellent analytical and writing skills in English
11.Strong computer skills – a good command of MS Access, Excel, SPSS and/or other statistical packages

Humanitarian Mine Action Programme Manager: International Committee of the Red Cross (ICRC)

Key responsibilities

Qualifications and skills

-Military qualifications at staff level with 5 years experience in humanitarian mine action may be accepted in lieu of the above academic qualifications
-Explosive Ordinance Disposal (EOD) Level 3 certification or proven qualifications
-Knowledge of the International Mine Action standards (IMAS) is essential

General Functions: Under the direct supervision of the Advocacy Manager in Harare, and in coordination with relevant units at NANGO Headquarters and Regional offices, the successful candidate will work with the Advocacy Unit for the implementation of the NANGO Human Rights, Governance and Information Strategy. The selected candidate will be expected to work on the full-time basis during the assigned period.
In particular he/she will:
1.Provide key support to the Association and its members on strengthening the coordination of Civil Society Initiative in the area of human rights and governance.
2.Implement and oversee the existing Human Rights and Governance projects within the Association. (Monitoring, reporting and evaluation)
3.Prepare and submit timely, quality routine, special reports and briefings as required.
4.Assist the Association in the design and development of new Human Rights and Governance Project initiatives, including contributing towards NGO project proposal review and management.
5.Provide technical support to field staff and Implementing Partners who will be participating in the programme;
6.Develop and deliver presentations, reference materials and speeches as may be requested on Human Rights and Governance for informational, advocacy and coordination purposes.

8.Represent the Association at high-level dialogue and engagement fora and meetings with the Government of Zimbabwe and other stakeholders from the public sector, private sector and civil society.
9.Establish and maintain partnerships with relevant UN, NGO and government focal points for Human Rights issues in Zimbabwe.
10.Establish links and maintain continuous dialogue with NANGO Implementing Partners in the field of Human Rights.
11.Assist in developing and implementing appropriate capacity building programmes in Human Rights and Governance for Associate Implementing Partners and NANGO Regional staff.
12.Develop and maintain contact NGO databases of key stakeholders for information dissemination purposes.

Southern Africa HIV and AIDS Information Dissemination Service (SAfAIDS) is a regional NGO working in 10 countries in southern Africa. The organisation’s mission is to promote effective and ethical development responses to the epidemic and its impact through HIV knowledge management, capacity development, advocacy, policy analysis and documentation. SAfAIDS is looking for a highly skilled and experienced Programme Officer to join its team in Swaziland. This post requires an all-rounder, able to provide programme support in a number of programme areas and able to work effectively, both independently and as part of a team.
Requirements
-Master’s Degree in Social Sciences, Health sciences, Health Education or other relevant field
-At least 6 years’ experience in HIV programming

Purpose of the Job
The incumbent is accountable for planning, implementing, monitoring and evaluation programme(s) to ensure overall efficiency and effectiveness of the programme management, delivery and accomplishment of programme goals and objectives. He or she will ensure that Education Programmes are accountable for identifying gender inequalities in education, and for developing innovative approaches and programmes to eliminating these inequalities. The role also ensures that monitoring mechanisms are in place to track progress towards disparity reduction goals and targets in Education.
Major Tasks to be accomplished
-Enhancing effective programme, sectoral and inter-sectoral planning, development and management by guiding and supporting the timely finalization and implementation of education strategic plan as well as the access to education programme and its periodic update through accurate and complete monitoring and analysis.
-Promoting knowledge management by drafting or finalizing sectoral documents and reports such as the short and mid-term sub-sector plans, annual reports and annual plans of Action.
